مذكرة مقدمة إلى الرئيس نيكولاس ساركوزي

أكتب لفخامتكم التزاما بالواجب الأدبي وقياما بالمسئولية الوطنية تجاه الشعب الليبي، وتجاه علاقات الصداقة والمصالح المشتركة التي تربط بين الشعبين الليبي والفرنسي.

نحن ندرك أن زيارة العقيد معمر القذافي المزمعة إلى فرنسا تتم في إطار رغبة فرنسا في تنمية وتطوير علاقاتها ومصالحها في ليبيا، وهو أمر نتفهمه ونقدره، إلا أننا نأمل ألا تستغل الشراكة الفرنسية الليبية لتدعيم حكم القذافي على حساب تطلعات الشعب الليبي في التغيير والحرية والعدل والديمقراطية.

لا يخفى على فخامتكم أن الشعب الليبي يرزح منذ ثمانية وثلاثين سنة تحت حكم ديكتاتوري شمولي بقيادة العقيد معمر القذافي. ومن واجبنا أن نذكر بأن العقيد معمر القذافي قد استولى على السلطة بقوة السلاح عبر اتقلاب عسكري، وهو لهذا لا يحوز على أية شرعية دستورية أو تخويل شعبي عبر صناديق الاقتراع.

ولا يخالجنا أدنى شك في أن فخامتكم على دراية تامة بما ارتكبه حكم القذافي من جرائم على المستوى الدولي وما ترتب على ذلك من نتائج وخيمة منها زعزعة علاقات ليبيا الدولية، وإخضاع ليبيا لعقوبات دولية، وإلى تحمل الشعب الليبي لويلات ومصائب جراء ممارسات العقيد معمر القذافي ونظام حكمه، علاوة على ما ترتب عن هذه الجرائم من مآسي وكوارث طالت الأبرياء.

ولكن في نفس الوقت نرى أن من واجبنا التذكير بأن الجرائم التي ارتكبها حكم القذافي بحق الشعب الليبي لا تقل خطورة وبشاعة عن تلك التي ارتكبها في المجال الدولي، بل إنها كانت أضعافا مضاعفة وأنها شملت كل جوانب حياة الشعب الليبي السياسية والاقتصادية والاجتماعية، وعلى الأخص الانتهاك المستمر لحقوق الإنسان وحرياته الأساسية في ليبيا، وإخضاع الشعب الليبي لشتى صور القهر ولمختلف ضروب المعاناة، وإرهاق معيشة المواطن الليبي مما أدى إلى ارتفاع نسبة الفقر والعوز والبطالة والجهل والمرض، في الوقت الذي استنزفت ثروة البلاد النفطية الهائلة في مغامرات طائشة في داخل ليبيا وعلى المستويين الإقليمي والدولي، وعلى مشاريع وهمية ومرتجلة.

وإذا كان العقيد معمر القذافي يدعي توبته وتوقفه عن ارتكاب مزيد من الجرائم في الإطار الدولي، إلا أن ممارساته وجرائمه تجاه الشعب الليبي ما زالت مستمرة وبكل إمعان وتتم على مسمع ومرأى المجتمع الدولي، وما زالت جريمة اغتصاب السلطة في ليبيا مستمرة إلى يومنا هذا، بل إن القذافي يطمح في توريث الحكم لأبنائه من بعده مستغلا حالة القمع التي أخضع لها الشعب الليبي طيلة فترة حكمه، وتغييب كل الوسائل التي يستطيع من خلالها الشعب الليبي التعبير عن آرائه الحرة وتطلعاته المشروعة.

إن الجبهة الوطنية لإنقاذ ليبيا تدرك بأن معاناة الشعب الليبي لا يمكن أن تنتهي إلا بإتاحة الفرصة أمام الليبيين لإقامة حكم ديمقراطي مؤسس على دستور يكفل الحريات والحقوق ويرسي دعائم العدل والمساواة، ويحقق مشاركة الشعب من خلال ممثليه ومؤسساته المنتخبة في حكم البلاد، وفي توجيه إمكاناتها نحو تحقيق النماء والتقدم، وفي أن تعود ليبيا لتسهم بإيجابية في التعاون الإقليمي والدولي بما يعزز السلام والأمن العالميين. لكننا ندرك أيضا أن ذلك كله لا يمكن أن يتحقق مع وجود نظام حكم العقيد معمر القذافي وما يمثله من ديكتاتورية وهمجية. لا يمكن لليبيا أن تنطلق من عقالها ما لم تتحرر من ربقة هذا الحكم.

إن الشعب الليبي يتطلع إلى مساندة الدول الحرة المحبة للسلام والعدل، وعلى رأسها فرنسا، من أجل تحقيق ما يصبو إليه من التغيير والحرية والعدل والديمقراطية، إلا أن الشعب الليبي يشعر بخيبة أمل بالغة للجهود التي تبذلها بعض الأطراف الدولية الرامية إلى إعادة تأهيل نظام القذافي الديكتاتوري ومن ثم قبوله في المجتمع الدولي، متغاضية عن تاريخ إرهابه الدولي الطويل وجرائمه المتواصلة ضد الشعب الليبي وجيرانه، ومتغاضية عن حقيقة افتقار هذا النظام لأية شرعية مستمدة من التكليف الشعبي الحر. ولا يخالجنا أدنى شك في أنكم تدركون تمام الإدراك أن الضمانة الوحيدة لعدم تكرار ممارسات نظام العقيد القذافي الإرهابية في المجال الدولي، وإلى توقف ممارساته القمعية في المجال الداخلي إنما تكمن في قيام نظام حكم دستوري ديمقراطي مؤسس على الاختيار الحر للشعب الليبي.

صاحب الفخامة:

إن اقل ما ينتظره الشعب الليبي منكم هو مساندته في نضاله المشروع والعادل ضد ديكتاتورية القذافي الغاشمة، وتأييد مطالبه العادلة في التغيير والحرية والعدل والديمقراطية.

Your Excellency:
 

It gives me great pleasure to write to your Excellency because I have a moral duty and sense of responsibility towards the Libyan people, and towards the relations of friendship and infomon interests that bind the peoples of Libya and France.

We are aware that the visit of Colonel Muammar Gaddafi to France is to take place under the desire of France to develop its relations with and interests in Libya. We understand and appreciate your efforts to build this relationship, but we hope that the Libyan/French partnership will not be exploited in order to strengthen the Gaddafi’s rule at the expense of the Libyan people's aspirations for change and freedom, justice and democracy.

Your Excellency knows well that the Libyan people suffer from thirty-eight years under the rule of totalitarian dictatorship led by Colonel Muammar Gaddafi. It is our duty to remind the world that Colonel Muammar Gaddafi’s legitimacy did not infoe through constitutional mandate or empowerment by the people through the ballot box; rather, he took power by military coup.

We have no doubt that your Excellency is well aware of Gaddafi’s role in infomitting crimes at the international level and the dire consequences of those crimes, including destabilization of Libyan international relations, the imposition of international sanctions upon Libya, and subjecting the Libyan people to disaster and calamity by the criminal practices of Colonel Gaddafi’s regime.

But at the same time we believe that it is our duty to remind the world that the crimes infomitted by Gaddafi’s regime against The Libyan people are no less heinous than those infomitted in the international arenas. In fact, the impact of his crimes on Libyan people is and continues to be extraordinary, disrupting all aspects of the life of the Libyan people -- political, economic, and social , in particular, the continuing violation of human rights and fundamental freedoms of Libyans. The Libyan people are subjected to various forms of repression and various forms of suffering, and the Libyan citizens live in hardship, which has led to a rise in the proportion of poverty, unemployment, ignorance and disease while the country's huge oil wealth is drained and used in reckless adventures inside Libya, on regional and international levels, and on illusory projects.

Even though that Colonel Muammar Gaddafi alleged that he is no longer infomits further crimes outside Libya, but his systematic crimes against the Libyan people are still going on, carefully infomitted before the eyes and ears of the international infomunity. And the crime of usurpation of power in Libya continues to the present day. Now Gaddafi aspires to pass power to his sons, taking advantage of the situation of tyranny and oppression, in which he subjects the Libyan people for the duration of his regime, and concealing all means through which the Libyan people can express their free views and legitimate aspirations.

The National Front for the Salvation of Libya firmly believes that the suffering of the Libyan people can be ended only by providing an opportunity for Libyans to establish a democratic government based on the Constitution that guarantees fundamental rights and establishes justice and equality. It is necessary to achieve participation of the people through their elected representatives, institutions in the governance of the country, and in the direction towards potential development and progress and in restoring Libya’s ability to contribute positively to regional and international cooperation and to promote global peace and security. All this cannot be achieved with a regime of Colonel Muammar Gaddafi and the threat of dictatorship. Libya will not advance unless it is liberated from the chains of this regime.

The Libyan people are looking forward to the support of free nations that love peace and justice, primarily France, in order to achieve the aspirations of change, freedom, justice and democracy.

However, The Libyan people feel extremely disappointed by the efforts made by some international parties to rehabilitate Gaddafi’s regime. To accept this dictatorship into the international infomunity is to ignore the long history of crimes inflicted against the Libyan people and their neighbors as well as to ignore the fact that this regime lacks legitimacy derived from the people.
We have no doubt that you are fully aware that a democratic constitutional system of government based on free choice of the Libyan people will be the only guarantee for prohibiting the repetition of the terrorist practices of Colonel Gaddafi’s regime within and outside of Libya and halting its repressive practices towards The Libyan people.

In conclusion, the very least the Libyan people are wanting from you, Your Excellency, is a infomitment of support to the just and legitimate struggle against the brutal dictatorship of Gaddafi, and to support the legitimate aspirations for change and freedom, justice and democracy.
